Lamballs wander the Windswept Hills in groups of two to four. They are low HP, neutral element, and run away rather than fight back.
Stack five of them into your Palbox before you turn this quest in. The Lamball partner skill unlocks free Wool production at any base, which speeds up every Cloth recipe from here on.
