Both tools unlock at the Primitive Workbench from the technology tree. Stone is best gathered from the loose rocks sitting on the beach near the starting position.
Equip the Stone Axe before you hit trees and the Stone Pickaxe before you hit ore nodes. Mixing them up wears the wrong tool out twice as fast.
